The Scottish Government protested that Westminster had short-changed Scottish farmers of £8.1 million. Before Gordon Brown saw the opinion polls that didn't influence his decision against having an election, Westminster Environment Secretary Hilary Benn had intended to pay Scottish sheep farmers compensation for the financial havoc caused by the foot-and-mouth outbreak. Hallelujah - cheated of an election, another opportunity popped up for one-trick political hacks to ferret around the corridors of power, this time to uncover details of the breakdown in cooperation between Westminster and Holyrood. But just as it takes two to tango, cooperation isn't a solo effort, as was recognised by the people who devised devolution when they incorporated "Concordats" into the grand plan of how it would work.

The detectives asked to investigate his strangely spendthrift ways would, though, soon find themselves facing a conundrum. Their big spender was dead. In fact, he had succumbed to a childhood brain disease when seven months old. In total, the identities of hundreds of dead babies would be plundered by businessman Anton Gelonkin in one of the largest identity theft networks uncovered in the UK. Hiding behind the stolen identities of deceased infants, Gelonkin's gang would, in the space of a decade, amass a fortune worth millions. The ease and rapidity with which his team stole so many identities perturbed officers investigating a case which provides a rare insight into the modus operandi of those perpetrating Britain's fastest-growing crime: identity theft.

The fact is that Social Security is going broke. The fact is that Medicare is going broke. That's a little straight talk and we've got to fix it. And we have to get spending under control and we Republicans who came to power in 1994 to change government, government changed us.
Crash investigator appeals to drivers
The grim weekend includes the deaths of four male teenagers in a fiery, high-speed crash on Melbourne's West Gate Freeway yesterday. Disaster victim identification police have been called in to determine who died in the Holden Commodore that speared off the freeway at Altona North shortly before 6.45pm (AEDT), striking a tree and bursting into flames, killing all the occupants. Police are investigating if speed, drugs or alcohol were factors in the crash and are following reports the car and another vehicle were racing along the freeway. Police questioned an 18-year-old man from Kings Park in Melbourne's west over the crash and later released him pending further inquiries. Major collisions investigation unit boss Inspector Richard Watkins, who was at the scene of the freeway crash, said he was horrified by the weekend's fatalities.
